 Agartala, Jan 15, 2010: The 2nd Biennial (15th Annual) General Meeting of Tripura Tribal Officer Welfare Forum was formally held here this past weekend on January 10, 2010 at Dasarath Hukumu Swrwng Nok, Krishnanagar.
The one-day annual meeting Chief Guest was Governor of Tripura, Dr. D Y Patil. He also released the Annual souvenir "PHURAI" and inaugurated the general meeting during the luminous occasion.
Also present on the occasion were Mg. Manindra Reang, Minister for Jail, Mg. Shanti Ranjan Reang, Chairman, TTAADC. The other special guest, seen in its meeting was Somdev Debbarma, Indian World Class Tennis Player Parent.
The welcoming address was delivered by Mg. Dilip Kr Debbarma, Organizing Secretary, TTOWF. Mg. Dilip said, in this challenging year we have to remain focussed on a roadmap for the growth of the forum.
Expanding our footprint and traditional knowledge in our society for the coming new generation must be solid, he added.
During the session Mg. Shiv Chandra Debbarma in his reports said about the previous year developmental activities and achievement on various fields. Mainly, he pointed out on the achievement of 31% reservation for the ST in the admission of NIT, Agartala, and for their leading role in the Contribution for Miss Sourabhee Debbarma, Indian Idol-4 during the campaigning and voting activity.
Mg. Shiv Chandra also urge upon the govt for implementing Kok-Borok language in the University level. He also pointed out on the deprivation of ST employees in various Government Departments and appeals all the members to come forward in order to achieve the legitimate rights of the indigenous populace.
In this context, the forum had submitted a memorandum to the Minister of Tribal Welfare but the concerned ministry failed to responds, he added.
The forum also submitted their memorandum to Manik Sarkar, Chief Minister of Tripura through respective SDM by the 16 Divisional committees of the State in connection with shortage of teachers in the interior indigenous dominated areas with provision of Hostels and Quarters for the deprived students.
Meanwhile, the forum also indicated in its annual report about their healthcare campaign for the unattended medical needs by conducting free health camp centre and blood donation program in the remote villages.
Mg. Manindra Reang said, Self centeredness among the tribal officers should give up for the larger interest of indigenous people.
President of TTOWF, Mg. Bir Chandra Debbarma was also present along with other senior tribal officers including Sambhu Nath Debbarma and Dr. J.K. Debbarma suggesting their views.
Twenty One Central Executive Committee members were elected unanimously. Mg. Dilip Debbarma, Mg. Jogendra Debbarma and Mg. Sanjib Debbarma were selected as President, General Secretary and Treasurer of the TTOWF respectively for the year 2010-2012.
The 15th annual general session was concluded with a felicitation ceremony where Dr. D Y Patil, Governor of Tripura felicitated Merit Scholarship & commendation certificates to the ST Students and conferring special Felicitation to the parents of Tennis star Somdev Debbarma.

| ".. Being a member of the TTOWF I would like to share the following matters:-At present above thousand of ST employee Officers enrolled in this Forum since its inception i.e. in the year 1994. All the senior and Junior Officers of various Departments came together under this platform and share their problems and also contemplate about future plan for the common people of Tripura. While inaugurating the 2nd Biennial (15th Annual) General Meeting of TTOWF, His Excellency, Dr. D. Y. Patil, the Governor of Tripura, in his remarkable speech expressed his cheerfulness for hearing the opening song in Kok-Borok and he did not forget to pronounce HAMBAI & KHULUMKHA and a souvenir PHURAI also released by him. The term PHURAI is linked with the history of the royal administration of Tripura and etymologically means Remittance of Message during king period. Lastly I would like to congratulate my heartiest thank to Er. Shib Chandra Debbarma, Ex. General Secretary, TTOWF for his sincere dedication & determination, the Forum established today as a larger organization among the Tribal Officers. I could not forget to mention the names of those Senior most Officers specially Sri Bir Chandra Debbarma, Ex. President, Sri Amulya Reang, Ex. GS, Sri Dilip kr. Debbarma, President and Dr. Kalyan Bijoy Jamatia, Vice- president for their active participation the forum stands in this position. I am requesting all the Officers to come forward without any debate for the interest of common people. .."

Dear Member of TTOWF,and other officers,
Its a heartening and welcoming organisation if this kind of union can help our officers to come over their problems,hurdles and difficulty in their workplace.
But I have objection on each and every individual officers from our borok.
First of all,writing Er. for engineer shows how selfish and derogatory for these people.
No one in this world write Er. in their name for engineers.This is ridiculous.This indicates they just want to show themselves as engineer.
secondly,some officers are good for tribals,but maximum officers are corrupt and misusing the govt's money and fund for their personal usage.I came to know from my brothers' friend who was working in mumbai and he is a taxpayer there unlike us although he is also ST.so you are taking money from contractors or whoever and whatever to get him sanctioned the project,you are downplaying these tax payers....!and those contractors are cheating in their project to make paisa woosol.
so do you think these officers are worth?
Thirdly,civil engineers and TCS officers,you make money out of the project which was sanctioned for building a roads,infrastructures etc.Tomorrow you are going to drive a car or your childrens are going to ask you where the school buildings are?
what are you going to answer and where are you going to drive your car.
Guys,please visit nandan nagar,how a TCS officers with just few years service built his house....u can just visit the khakwchang complex.

I know even our MP is building a big house,though his MP ship is such a long period,we have not yet seen him speaking anything in favour of our Tribals development.Where he got this money from to build the house?whereas 100s and 1000s of our people are living under poverty level.where is those MPlad?5 crore a year he can spend for the development of the people........
Again Tribal officers,all of you are very very proud of being an engineer and doctors or TCS officers.
Just to get my documents attested I had to run about many such tribal officers....can you imagine just to get attested on my photocopy in front of my originals?still they say they cant do it.
Please TTOWF you are not officer just to say that you are the director,or BDO or SDM etc.Please prove yourself through works.show us the good roads,good vuildings,good planning with pollution free environment.Water facilities,toilet facilities,mosquito free environments....there are hundreds of money available under Manmohan govt who is ready to pour all the resources for development.
Enough is enough.we have enough officers and workers for our limited population.Dont show me your nameplate.Show me the works and development........please do not burry all the works in the name of our kings or history....these already published by many organisation and groups.Thats not your job... .."

You have exposed the reality in your small sentences..I really admire your courage to speak out against those corrupt tiprasa. I hardly hear anyone writing Er.in any part of the departments in india. Thou they may be engineers but in reality they nevr put Designation as Er.
This tiprasa in true sense can never be innovative in creating genuine works that usually wat others professionals engineers do in reality.
Many tiprasa engineers have become corrupt..especially in RD Deptt. neglecting the work in tiprasa areas where they are suppose to do the developmental work in the rural belts and they call themselves engineers..In true sense they know nothing what exactly is engineering?
If you want to built a house or purchase a land in agartala area get +2 degree(science stream) from shillong, unknown schools to the world and appear for the entrance exams, u will surely get admission as civil engg etc in tripura. when u passed out, u will enter the den of corruption deptt and will be able to buy a property within few months of his joining the service. thats call engineering.
Nowadays bengalis need not neglect us (tiprasa) anymore..it is(we are neglecting our own people).

You are right.I am not blaming all the officers..there are good officers in my list.
I can still show u one of our oldest TCS officer and retired with nominated IAS but honest,intelligent and smart workers.
I am more disturbed is with the following statement made by one civil engineer:
1."We take money only from the contractor not from govt fund",this is legal as per their school of thoughts.
-------How disgusting mentality of our so called 3rd graded people.I am ashamed of myself to be called tripura tribes. .."

We are well aware that in this world more than 75% developmental activities executed only through the Engineers. Automatically there is enormous possibility of corruption. Nevertheless we are not encouraging those corrupted tiprasa engineers eventually try to mitigate our level best in various way. If you are an engineer today you may be the one of the suspected corrupted tiprasa engineer. In every department there is enough percentage of honest engineers/officers including corrupted engineers/officers because all are not equal in this globe.
By commenting only nobody can erased their designation of Engineer, Doctor, Advocate, Architect etc.. These designations are not created by themselves its a well known particular status of occupation.
Criticism is not a solution, extend your hands to struggle in this battle field for controlling the corruption and developmental activities of Tripura. .."

Good points to be noted.
I would say 100% development works are done by Engineers and other elite community.But inspite of getting hefty salary,they dont deserve to be corrupted thats what is our comment.
If tomorrow all other graduates are equal in status with engineer or doctor like in developed country(its already becoming in metros) what would these Er.s will do?
Any we support TTOWF actitivities but whoever are making initiatives majority of them are corrupts....
Corruption is corruptions.It affecteds thousand of people directly indirectly including the taxpayers of other part of the country.
So please try to be honest and smart workers like Sridharan.

This is ridiculous title.Engineering graduates dont have privilege to write this like their counterpart MBBS(Dr.).
Engineer usually can write
Mr.XYZ,BE(IIT KGP),M.TECH(Princeton univ),PH.D.(Cambridge)
But Engineer has never become Er. after acquiring Engineering degree.
Only German writes Dr. Ing instead of Dr. for PHD.
I think I clarified Munganang J.debbarma about his status right.

Absolutely you are right in many cases graduates and engineers are working in equal status. Perhaps what an engineer can contribute in technical ground a graduate cant unless he/she should have that knowledge or engineering degree. I personally object in your undesirable comment that whoever are making initiatives in majority of TTOWF are corrupted. You should not blame openly in this way. Before expressing such unwanted comments you should judge the matter personally first considering in all respect. Any ways try to understand the give and take policy of reverence because in our community there is lack that they dont give respect to each other.

She anything started by corrupts will not be supported at all by the Mass.

If you give me prove of corruption in black and white I cant do anything except identity.
